If it is bought from some distributor, you have to make sure that every single contact has been authenticated. If you are not in a hurry and can spend some time you can collect your own emailing list. You will need a website and subscribe form on it. Emailing script is not that important as computer software. Basic tool is bulk email sender, as the name suggest it is an application that will send electronic messages in large quantities. Than if you want to be more professional you will need an auto responder to respond to message. Even though all elements (lists, software and emailing script) are vital they come in prior to sort out.
